Cantwell and Rounds seek federal AI-cyber response; FERC finds energy-sector control gaps
Across cybersecurity and trade, institutions are trying to make resilience operational while rules and agreements face pressure. Cantwell and Rounds want a coordinated federal response to AI-enabled attacks, and DOE and Idaho National Laboratory are promoting consequence-focused engineering, but FERC’s findings show gaps in registration, system identification and access controls; separately, USMCA uncertainty coincides with continued early-stage mineral exploration in North America.

North American trade faces a more uncertain USMCA outlook
Experts assessing the future of North American trade say the United States, Canada and Mexico face growing uncertainty around the United States-Mexico-Canada Agreement (USMCA). Tariffs, shifting trade policies and competition with China are increasing pressure on the agreement as its next review approaches.
The uncertainty matters because businesses and policymakers may need to plan around changing market-access rules, investment conditions and regional supply-chain relationships. The broader direction of USMCA negotiations will also shape how effectively North America competes with China.

Senators call for a coordinated response to AI-enabled cyberattacks
Senators Maria Cantwell and Mike Rounds urged the Trump administration on October 13 to coordinate a federal response to cyberattacks enabled by artificial intelligence. Their recommendations include stronger National Institute of Standards and Technology standards, expanded independent testing and audits, and support for defensive AI tools developed by government, industry and academia.
The proposal does not itself create new requirements, but it signals that AI-enabled intrusions are being treated as a national-security issue rather than solely a technical or consumer concern. If adopted, the measures could increase compliance demands for frontier-model developers while creating opportunities for companies building defensive AI systems. OpenAI CFO Sarah Friar’s warning about the security trade-offs of cheaper Chinese open-weight models adds a technology-competition dimension to the debate.

Cybersecurity efforts shift toward engineered resilience and AI controls
Recent U.S. initiatives show cybersecurity policy shifting toward system design and operational resilience. FERC’s fiscal 2026 audit lessons identified delayed registration of new generation, incomplete identification of cyber systems, and access-control risks involving AI tools and third-party systems, even though most reviewed processes met mandatory standards.
Separately, DOE’s CESER and Idaho National Laboratory launched a weekly series on Cyber-Informed Engineering principles, beginning with consequence-focused design. A healthcare-sector playbook from HSCC applies similar safeguards to clinical AI, including least privilege, human approval and emergency stops for agentic systems.
The European Cybersecurity Organisation separately outlined six priorities for EU space cybersecurity policy, including secure-by-design systems and threat-intelligence sharing.
These developments matter because formal compliance can lag behind changes in infrastructure and software. Utilities and healthcare organizations may face greater pressure to inventory connected systems, control third-party access and build safety measures into systems before failures occur.

Canada warns against non-essential travel to Saudi Arabia
Canada updated its Saudi Arabia travel advisory on October 11, warning against non-essential travel because of a volatile regional security situation. The advisory said Riyadh’s King Khalid International Airport was closed amid ongoing military activity and urged travelers to avoid the airport entirely.
The warning also identified risks in Asir, Jazan and Najran, as well as areas within 30 kilometers of the Yemen border. Canadians were advised to prepare departure plans without relying on government assistance, confirm flights before traveling to airports and avoid photographing or sharing images of military activity.
For Canadians in the country, the closure makes departure plans less predictable and places greater responsibility on travelers to arrange contingencies. Restrictions on military imagery also create legal risks for online activity.

Institutional investors increase exposure to cybersecurity ETFs
Third-quarter SEC filings reported on October 14 show additional institutional positioning in cybersecurity exchange-traded funds. Columbus Macro increased its stake in the First Trust Nasdaq Cybersecurity ETF by 64.3%, ending the quarter with 14,166 shares valued at $1.46 million. Essex LLC opened a position in the Global X Cybersecurity ETF with 17,459 shares valued at about $806,000.
The filings provide evidence of institutional buying but do not explain the investment decisions or establish that demand will continue. Both ETFs declined in Wednesday trading, underscoring that backward-looking accumulation does not guarantee short-term price gains. Future filings will indicate whether the purchases reflect a broader allocation trend or isolated positions.

Maxus advances critical-mineral targeting in British Columbia
Maxus Mining completed a 1,446-line-kilometre helicopter survey across six blocks covering its Alturas, Hurley, Quarry and Lotto projects in British Columbia. The VTEM electromagnetic and magnetic survey mapped conductive features, geological contacts and subsurface structures across four of the company’s five projects.
Data processing is still underway, with results expected in the coming weeks. Maxus plans to combine the processed data with geological, geochemical, structural and historical exploration information to prioritize drill targets. The work improves the company’s information base, but it does not yet establish drill results or mineral estimates.
Separately, Dryden Gold reported that drilling expanded Gold Rock from three mineralized structures and one high-grade zone to 15 structures and 10 high-grade zones, indicating continued exploration activity among Canadian juniors at a later stage of project development. Regency Silver is also listed among the companies presenting at the Precious Metals and Critical Minerals Virtual Investor Conference.

Canadian explorers expand early-stage North American minerals bets
Canadian-listed explorers are directing new capital toward early-stage projects in the United States and Canada. Seabridge Gold agreed to acquire 100% of the Slaughterhouse Project in southern Wyoming, consisting of 163 claims and exploration data, for US$300,000 plus up to US$2.55 million in milestone payments.
Krait Critical Minerals closed the final tranche of a private placement on October 9, bringing total proceeds to $1.725 million. The company plans to use the funds for its Goldbar Spider Lake project in Ontario, evaluation of Washington antimony interests and corporate purposes.
Neither announcement reports a discovery or production decision. The developments show capital moving into exploration and project evaluation rather than immediately available mineral supply. Their eventual significance will depend on whether follow-up work validates the targets and advances them toward resources or development.
